Quality Assurance Program Round 1B
Compliance with the Regulated Health Professions Act - (RHPA)
The Nova Scotia Regulator of Physiotherapy (NSRPT) operates within the legislative framework established by the Regulated Health Professions Act (RHPA). The RHPA creates a consistent, modern regulatory structure for all health professions in Nova Scotia, emphasizing transparency, accountability, and public protection.
The NSRPT’s transition to the RHPA reflects a commitment to aligning its regulatory practices with provincial standards and best practices in professional regulation.

Alignment with Provincial Regulatory Framework
Compliance with the RHPA is demonstrated through the adoption of standardized regulatory processes, operation under profession-specific regulations, and participation in government oversight mechanisms that promote accountability and consistency across the system.
Governance and Standards of Good Regulation
A governance structure is maintained that emphasizes accountability, transparency, and clearly defined roles. This includes an appropriately composed Board with public representation, supported by committees that enable fair, objective, and evidence-informed decision-making.
Quality Assurance Program for Regulator Performance
Participation in the Quality Assurance Program for Regulator Performance (QAPRP) includes periodic assessments, demonstration of compliance across governance and operational functions, and timely action to address any identified gaps.
Implementation of Quality Assurance Program – Rounds 1A and 1B
Compliance with the Regulated Health Professions Act (RHPA) is further supported through proactive engagement with the provincial QAPRP, including preparatory work undertaken in 2024 and alignment with implementation phases in Rounds 1A and 1B.
- Implementation Foundations (2024): Preparatory efforts began in 2024 to support the transition to the RHPA and the QAPRP framework. This work involved reviewing governance structures, policies, and operational processes to ensure alignment with emerging provincial standards of good regulation. Internal gap analyses were initiated, documentation practices were strengthened, and performance monitoring mechanisms were introduced in anticipation of QAPRP requirements.
- Round 1A Implementation (2025): Although not included in the initial Round 1A cohort, operations were aligned with the standards assessed during this phase. Leading practices identified across the sector were adopted, governance and committee structures were refined, and policies and procedures were updated to reflect RHPA expectations.
- Round 1B Implementation (2025–2026): Continued progress during and following Round 1B focused on formalizing performance monitoring processes, addressing potential gaps, and ensuring readiness for future assessment cycles. Mechanisms for continuous improvement were further embedded across all regulatory functions.
- Ongoing Compliance and Readiness: Early implementation efforts in 2024, combined with continued alignment through Rounds 1A and 1B, reflect a sustained commitment to transparency, accountability, and continuous quality improvement. These activities support readiness for formal QAPRP assessment and ongoing compliance with RHPA requirements.
Registration, Licensing, and Public Protection
Standards of competence and ethical conduct are upheld through registration and licensing processes, supported by maintenance of a public register and investigation of complaints in the public interest.
Investigations, Professional Conduct, and Fitness to Practise
Investigations are conducted and professional conduct processes are administered in a fair and consistent manner. Regulatory tools are applied to address fitness-to-practise concerns and disciplinary matters in accordance with the RHPA.
Transparency, Reporting, and Accountability
Required information is published, standardized annual reports are produced, and public access to regulatory information is maintained in alignment with legislative expectations.
Continuous Improvement and System Oversight
Ongoing monitoring activities support continuous improvement of regulatory processes and alignment with provincial expectations for performance and accountability.
Full alignment with the RHPA is demonstrated through strong governance, transparent processes, and a sustained commitment to continuous improvement in support of public protection.
